Sir,
With reference to previous correspondence, I am directed by Secretary Sir George Cave to say for the information of Hr. Secretary Long that he desires to obtain information as to how far the regulation made under the Defence of the Realm Act last July to control the trade in opium in this country has been effective in preventing the smuggling of opium from the United Kingdom to the East and elsewhere. He thinks the
Governments of Hong Kong and of the Straits Settlements would no doubt be able to give information so far as their own jurisdictions are concerned, and he would be glad if enquiries could be made of them on this subject.
